Ciego de Avila, an agricultural powerhouse and candidate for the national seat on July 26 of this year, has labor collectives that generate innovative human energy to reduce the gap between growing demand and depressed supply, as recognized by the Provincial Conference of the Cuban Workers’ Central (CTC).

«Because the best contribution of the trade union movement to its 22nd Congress will be everything related to the economic recovery of the country, aimed at the production of goods and services that the socialist state enterprise becomes the main supplier, and this is not the case at the moment,» said Ulises Guilarte de Nacimiento, member of the Political Bureau of the Party and Secretary General of the CTC.

He pointed out that in the province 29% of the economically active population corresponds to the private sector, which is the largest contributor to retail trade, and therefore he urged to achieve the necessary contribution from the state as well.

 

La Cuba for Cuba

The beginning of the debate was very timely. La Cuba is a reference for the country in terms of food production, Ulises pointed out.

Lázaro Morales Zamora, delegate to the conclave for the agricultural entity, explained that the labor force there was migrating to private productive bases and began to reverse the situation when they began a process of integral attention to the personnel, mainly home repairs, food sales at better prices and a profound revision of the payment systems that led to the growth of the average monthly salary to 13,700 pesos and more in the form of agricultural labor collectives, from 4,500 pesos some time ago.

How many hectares do they have today? asked Guilarte de Nacimiento, emphasizing that in the past they set production records and sent food to Havana and other provinces.

Julio Heriberto Gómez Casanova, first secretary of the Party in Ciego de Avila, described as a feat what has been achieved in the last eight months with the sowing after a change in leadership and other organizational actions.

He exemplified that «in 2008 there were 2,498 hectares of bananas, today there are 2,130 in the recovery phase, which continues to exceed this historical record.

“Very significant is the difference in yields, with the extra dense begins to be harvested in the order of 35 tons per hectare, against about 13 the traditional banana.

«Along with greater quantities of beans, sweet potatoes, cassava, rice and other products, there is the commitment that La Cuba will once again be for Cuba, in the case of bananas, which will have a greater presence in the State Agricultural and Livestock Markets starting in May,» the party leader stressed.

 

Another Light for the Country

A long time ago, the municipality of Bolivia was left without a sugar mill. Then it inherited an entity with economic losses of millions of dollars. Life took a turn to show that structural changes do not always fail, and that the new municipal agro-industrial company can succeed in the agricultural sector.

The general secretary of the union section of this center, Maximiliano del Sol Peguero, exemplified in the conference: «In addition to the work of planting and harvesting, we have achieved the production of 7,000 loaves of bread, with which we cover 50 percent of the population of the municipality, we have guaranteed rice to Placitas at 110.00 pesos per pound, and we are going for more in these and other tasks.

Referring to this example, which also highlights the issue of food security, Guilarte said that «this trade unionist, with his knowledge and concrete actions, gives strength and authority to the trade union movement, which is why he should present the experience of his collective in the final sessions of our Congress.

The performance of the sugar harvest was a matter of reflection. Federico Pérez Quiala, a union activist at the Ciro Redondo sugar mill – the only active factory in Ciego de Avila – pointed out that efficiency indicators had recovered in the last week.

However, the production of the sweet product is progressing at 38% of compliance with the general plan, due to the fact that only 46% of the potential milling standard is being used, the main cause of the delay, as reported.

Other issues were the recurrent delays in the payment of salaries to workers, in violation of the provisions of collective agreements, and the emigration of professionals to the private sector, mainly doctors and other specialists, due to the lack of attention paid to health personnel.

Regarding the economic and financial management of the trade union movement, Leobanys Ávila Góngora, a member of the National Secretariat of the CTC, drew attention to the decline in membership over the last five years.

«One fundamental source of growth, he explained, is the retired, sometimes inactive, eager to work, to be useful, and where the union lacks initiative. The other source of membership growth is the non-governmental sector.

«In the face of the CTC Congress, what are we going to do to transform this situation, what changes can we achieve, in addition to the stimulation, in the attention to the Heroes of Labor and trade union offices,» he insisted.

The 150 delegates to the conference elected the organization’s provincial committee, which in its first meeting ratified Niurka Ferrer Castillo as general secretary.
