The country’s goal is for 85 percent of commercial transactions to be conducted electronically by the end of December 2025; Pinar del Río is currently below 50 percent.

Of the 39,608 economic actors identified as being obliged to have a tax account, there are 8,910 who have not yet opened one; the largest number of defaulters are in the artistic and agricultural sectors.
Calex González Chill, Coordinator of Programs and Objectives in the Provincial Government, pointed out that among the farmers there is a clearing of the potential of 15,426 because there are registered landowners who have died or emigrated. Regarding the artists, he pointed out that only 32 percent have already created it.
The physical stores associated with virtual ones exceed 90 percent and the territories with the most outstanding are Minas de Matahambre and Consolación del Sur, those that do not have payment gateways do not comply with Resolution 93/2023 of the Ministry of Commerce.
Among the most repeated violations: economic actors who do not regularly deposit their income, provide the QR code for transfers to personal accounts, which they also use for tax purposes when carrying out financial transactions related to their businesses, all of which contributes to tax evasion, said Odalys Borges Ramos, director of the National Tax Administration Office (ONAT in Spanish) in the territory.
Regarding e-commerce, Gonzalez Chill explained that today the largest offers of goods and services to the population are generated in the non-state sector, it is a requirement that they have the two payment gateways, since the connectivity conditions do not always make it possible to use Enzona.
He acknowledged that it is useless to increase the issuance of magnetic cards linked to the direct debit of salaries, of which there are 185,229, if the population continues to resort to cash payments, especially since only three of the 11 municipalities have ATMs, which means queues at bank branches and exchange houses (Cadeca).
According to the goals set by the country, by the end of January each province should have created 80 percent of the mandatory fiscal accounts, and Pinar del Río has 77, of which 45.6 percent are inoperative.
And although there are technological problems that hinder this, the biggest obstacle is the will of people who, for various reasons, reject the generalization of these payment methods.

Regarding the attention paid to vulnerable or elderly people who do not have the means or skills to use it, Niurka Coste Rodríguez, provincial director of the Banco Popular de Ahorro (BPA), specified that the retirement payment has different modalities and those who are still subject to electronic payroll receive the full pension, which is given priority service in all branches on the days of the month designated for them.
As has been reiterated, banking is a gradual process, but it needs to advance at a faster pace in Pinar del Río, said Yamilé Ramos Cordero, member of the Central Committee and first secretary of the Party in the province, pointing out that the window of 15 percent of operations in cash responds to the protection of those people who lack the means to use electronic commerce, but that there is also indiscipline and acts of corruption associated with it and it requires greater integrity in the confrontation of bad practices.
