And as has been pointed out, this is not only the congress of the CTC nor of its union movement, but of all Cuban workers because it represents both affiliated and non-affiliated workers.
This concept is based on the thinking of the Captain of the Working Class, Lázaro Peña, who stressed that the union could not limit itself to working with the most conscious and sacrificed, but had to reach everyone, because the construction of socialism needs 100% of the workers.
The analysis of the text of the Call in each center and the holding of assemblies to discuss the economic plan and the budget are part of this exercise of reflection and deep, critical and proactive debate promoted by the organization. To the extent that it manages to channel the analysis in this direction, the union leadership will be consolidated and will increase the effectiveness of its mobilization for the promotion of development programs in each place.
