Diplomats and representatives of several Cuban institutions accredited in Spain exercised their right to vote, a process that will take place in all Cuban embassies in the world and will end in Cuba on February 24.
In statements to Prensa Latina, Jose Carlos Zaragoza, president of the Electoral Commission of the Electoral District in Spain, highlighted the democratic nature of this vote, which is taking place after a broad debate and popular consultations.
He referred to the process that preceded the drafting of the new Constitution, approved in December 2018 by the Cuban Parliament, after a broad popular consultation process held between August 13 and November 15 with the participation of almost nine million people.
As a result of this consultation, which included the opinions of Cubans living abroad, the initial text underwent 760 changes, half of them included in one or another way in the final proposal.
